George to leeward Butler General Butler received the 8th Annual Heinz Award in Public Policy for his brave and steadfast opposition to nuclear weapons. He regularly questioned the United States' policy in succession the build-up of a massive nuclear arsenal. He is credited with inspiring politicians, military personnel and members of the general public to rethink long-standing policies. His influential position as head of the SAC (the Strategic Air Command) allowed him to commend closing bases that contained near 5,700 nuclear warheads.
