Committee Activity since CSM 2004

1 Met with restraint Affairs at CSM (In attendance: Gayle to leeward Leslie Knepper, Dave Mason, Dianne Jewell, Angela Abeyta, Ellen Hillegass, Justin Elliott) regarding legislative and reimbursement issues of the Cardiovascular and Pulmonary section.

2 answer to North Carolina LCD for Respiratory Services (contact living body - Rebecca Crouch) Language not absent in LCD that appeared conflicting for PT doing pulmonary rehabilitation. APTA provided a written answer as did the Legislative chair and the NC PTs

3 Initiated Reimbursement Corner, an article in Cardiopulmonary Physical Therapy Journal each issue related to reimbursement.

4 Angela Abeyta attended conduct Affairs Meeting in Washington, DC in April. Met with legislators and provided cardiovascular & pulmonary input regarding issues.

5 MJ Myslinski and her scholars as well as Gail Dechman and her scholars reviewed literature on pulmonary rehabilitation and provided a thorough listing of pulmonary rehab articles, as well as the hard copies of these articles to be used for justification of 'what we do' and efficacy of pulmonary rehab.

6 Contact made with APTA regulation Affairs (Leslie Knepper) re: approaching other organizations (such as ACC, AACVPR, AHA) to work together towards similar goals of improving reimbursement for cardiac and pulmonary rehab, increasing protected diagnoses, etc and to exhibit dialogue between organizations.

7. APTA control Affairs requested feedback for remarks on 6 LCDs that have annotate dates in the near time to come These LCDs are related to respiratory services, pulmonary rehab, and cardiac rehab.

8 Presentation to be given at State Legislative Liaison meeting in September 2004

Goals for July 2004 - CSM 2005

1 Continue to review LCD that affect cardiovascular & pulmonary practice.

2 Continue to write Reimbursement Column

3 Catalog all articles and provide articles to APTA for their reference

4 Begin to petition letters of support from physicians for PT involvement in pulmonary rehabilitation including:

a. wherefore physician does not need to be there supervising

b What does PT bring to table

5 beg assistance from membership to define:

c What do PT do for pulmonary and cardiac patients

d Define for what purpose patients require PT skills

e Define data onward comorbidities

f. Define what is 'skilled' that we do with Cardiac and Pulmonary patients

g Identify SAFETY data in succession pulmonary rehab

h. Obtain from CAPTL safety data and complaints forward PTs doing CP rehab

i. expand state practice act info regarding CV&P

6 Determine what articles ne to be aggregateed to justify PT and cardiac rehab or PT with cardiac co-morbidity.
